Random Testing Programs

DOT-compliant and non-DOT random drug and alcohol testing with automated selection, scheduling, notification, and audit-ready record keeping. The program runs itself - you just define the rules.

How Random Selection Works

Random testing is a program - not a one-time event. The system manages pools, selection, notification, and documentation continuously throughout the year.

1

Define the Testing Pool

Employees subject to random testing are organized into pools based on DOT agency, position type, or organizational policy. Pools can be DOT-specific (FMCSA, FAA, etc.) or non-DOT.

2

Random Selection

The system uses a scientifically valid random selection method that gives each person in the pool an equal chance of being selected during each selection period. DOT programs follow federally mandated selection rates.

3

Notification & Scheduling

Selected employees are notified and must report for testing within the required timeframe. For DOT testing, notification must be immediate and the employee must proceed directly to the collection site.

4

Collection & Testing

Testing follows the same collection and laboratory process as any drug or alcohol screening. DOT tests use DOT-certified collection sites and follow federal chain of custody requirements.

5

Documentation & Audit Trail

Every selection, notification, collection, and result is documented. The system maintains audit-ready records showing compliance with selection rates, notification procedures, and testing requirements.

DOT Random Testing Requirements by Agency

Each DOT agency sets minimum annual random testing rates for its regulated industry. These rates are the minimum percentage of the testing pool that must be tested each year.

Agency Industry Drug Rate Alcohol Rate Covered Positions
FMCSA Trucking & Motor Carriers 50% 10% Applies to CDL holders performing safety-sensitive functions
FAA Aviation 25% 10% Flight crews, mechanics, dispatchers, security screening
FTA Public Transit 50% 10% Bus operators, rail operators, maintenance workers
FRA Railroad 25% 10% Engineers, conductors, signal maintainers, dispatchers
PHMSA Pipeline 50% 10% Pipeline operations and maintenance personnel

Note: DOT random testing rates are subject to change based on annual industry positive rate data. PSBI updates selection rates automatically when DOT agencies publish rate changes. Rates shown are current as of the most recent DOT announcements.

Non-DOT Random Programs

Random testing isn't just for DOT-regulated employers. Many organizations implement voluntary random programs for workplace safety, insurance, or policy reasons.

Workplace Safety

Random testing creates an ongoing deterrent against substance use for positions where impairment creates safety risks - manufacturing, construction, heavy equipment operation.

Insurance Requirements

Some workers' compensation carriers and insurance providers offer premium discounts or require random testing as a condition of coverage.

Organizational Policy

Many organizations implement random testing as part of a drug-free workplace program, even without regulatory mandates. The deterrent effect is the primary benefit.

State Requirements

Some states require or incentivize random testing for specific industries or as part of drug-free workplace certification programs.

Random Testing Is a Program - Drug Screening Is the Test

Random testing defines who gets tested and when. Drug screening is the actual test that gets run. PSBI manages both: the random program (pools, selection, scheduling, documentation) and the drug screening itself (collection, lab analysis, MRO review, results).

How Pricing Works

Random testing program pricing includes the program management fee (pool administration, random selection, scheduling, documentation) plus per-test costs for each drug or alcohol screen performed. Per-test costs follow the same structure as standard drug screening: PSBI service fee plus lab and collection fees.
